Purpose of role:
To oversee the delivery of the construction phase of the Banwell Bypass and support the delivery of the infrastructure project. The postholder will be operationally focused, with experience in a similar role and have excellent knowledge of highways construction and health and safety.
The role of NEC Supervisor is that of an inspector who tests and inspects the works and materials for compliance with the contract and manages the defects process to protect the councils interests.
The postholder will work collaboratively with the Project Team and the D&B contractor to ensure the construction of the Bypass is delivered to the highest quality and safety standards; whilst providing efficient, sustainable, and best value solutions in line with industry best practice and innovation.
As an NEC Supervisor you will:
� Have a daily presence on site
� Attend regular meetings with the Project Team and the D&B contractor to manage progress and project risk
� Have the foresight to enable early identification of potential issues and to contribute to their prevention/ resolution
� View and ensure the works are delivered in compliance with construction phase documents such as: specification, CPP, RAMS, ITP and Scope
� Issue regular supervisor reports recording the progress of works and highlighting any issues or defects identified
� Support the NEC4 ECC Project Manager with review of Clause 32 Programmes, Early Warnings and Compensation Events
Main Duties & Responsibilities:
? Identifying and managing the defect process and issuing of relevant defects notifications to ensure compliance with contract specification.
? Working collaboratively with the Project Team and the D&B contractor to carry out tests and inspections in a timely manner to enable the works to be delivered to the programme.
? Monitoring and audit of the Contractors environmental compliance for the project and ensuring all identified actions are closed out within their timescales;
? Monitoring and audit of the Contractors control of quality, safety and the environment, ensuring accurates records are kept and issues raised in a timley manner to avoid delays.
? Carrying out inspections and liaising with the NSC Highways Laboratory to arrange material testing as required.
? Monitoring and recording site activity including materials, labour and plant employed on site through regular site visits and inspections to confirm work is carried out in accordance with the Programme of Works and to assist the NEC PM in managing the contract;
? Identifying, recording and notifying of any defects;
Skills and Experience:
? Relevant highways experience and a good understanding of construction methods.
? Knowledge of the Manual of Contract Documents for Highway Works
? Understanding of Traffic Management Standards and Permit Schemes
? Working knowledge of NEC contracts and ECC Supervisor requirements
? Proven understanding of CDM and Health and Safety
? Good general IT skills are essential
? The ability to develop excellent relationships with a variety of stakeholders from internal and external colleagues to contacts across the wider project
? Excellent communication skills
? Cemar Contract Management Software experience desirable
Qualifications & Training
? A degree in Civil Engineering or related qualification
? NEC4 Accreditation (Desirable)
? Construction Skills Certification Scheme card (CSCS)
? SSSTS (Desirable)
